An incredibly wealthy area with holes in it that connect to the Plane of Vitality, people in the region live double their expected lifespan but studies show that increased population in the region divides the vitality between people. The result was a ban on megabuildings and a minimum income was enforced by those living in the city. Notable individuals were selected by The Council to be invited into the city.
